TITLE: Discussion and Possible Direction Related to the Condition of the Community Services Facility Located at 4940 Pan American Boulevard.
Recommended Action
Option 1: Provide direction to staff to move forward with the decommissioning and demolition of the Community Services Facility located at 4940 Pan American Boulevard.

Option 1: Provide direction to staff to move forward with the decommissioning and demolition of the Community Services Facility located at 4940 Pan American Boulevard.
• Pros: Decommissioning and demolition of the building avoids making substantial structural repairs to the building that far exceed its value as well as costly ongoing maintenance issues.
• Cons: This option would require terminating the Leases of the current tenants and would incur demolition costs.
Option 2: Provide direction to staff to move forward with phased repairs to the existing Community Services Facility located at 4940 Pan American Boulevard.
• Pros: Spreading out the repairs over time may help manage costs in the short term and keep the building in use by tenants while improvements are made.
• Cons: Due to the extent of repairs needed, improvements would trigger the Florida Building Code and Americans with Disabilities Act (ADA) requirements that force a full upgrade, costing more overall without solving all the building’s issues.
Background Information
The Community Services Facility located at 4940 Pan American Boulevard, constructed in 1977 with multiple additions through 1982, is currently leased to the North Port Senior Center and Awaken Outreach Center. The original and first addition are pre-engineered metal buildings (PEMB), while the 1982 addition is masonry.
The Facilities Maintenance Division assessments, including third-party engineering and cost estimation from KWA Engineers, Alpha Facilities Solutions, Shenkel Shultz, Bennett & Pless, and Jon F. Swift, have identified numerous deficiencies as follows:
• Extensive corrosion in roof and structural steel components.
• Outdated and non-compliant roofing system, incapable of meeting current wind-load requirements.
• ADA non-compliance in thresholds, corridors, restrooms, and doorways.
• Lack of fire sprinkler and alarm systems.
• Energy Code non-compliance due to insufficient insulation.
• Water intrusion and aging sanitary/water distribution, ductwork, and electrical systems.
The cost of immediate repairs is estimated at $574,956, with an additional $202,093 needed within five years. Further, any substantial renovation would qualify as a Level 3 alteration under the Florida Building Code, triggering full compliance upgrades, rendering phased repairs inefficient and ultimately more expensive.
A comprehensive engineering analysis concluded that bringing the facility into compliance is not feasible due to the age, design limitations, and current structural condition. Demolition and replacement are recommended as the most effective long-term solution.
