• Cons: Requires immediate budget expenditure and commits the City to ongoing vendor-supported software maintenance costs.
Option 2: Deny the approval and authorization of the City Manager to execute the Clearview AI SaaS - SL (Tool + Cloud Database Access) - Enterprise 6 subscription renewal agreement for a two-year term with Clearview AI in the total amount of $39,900.00.
• Pros: Avoids immediate expenditure of funds.
• Cons: Results in the loss of access to Clearview AI's proprietary facial recognition platform and investigative capabilities. In which, there is no equivalent product that currently provides the same combination of publicly available internet imagery, proprietary facial recognition technology, and integrated investigative tools.
Background Information
The North Port Police Department (NPPD) is requesting approval of an Agreement with Clearview AI for the Clearview AI SaaS - SL (Tool + Cloud Database Access) - Enterprise 6 subscription in the total amount of $39,900.00 for a twenty-four (24) month term, effective October 1, 2026, through September 30, 2028. The payment schedule consists of $11,400.00 in Year 1 and $28,500.00 in Year 2. The Agreement renews for successive one-year terms unless either party provides written notice of non-renewal at least thirty (30) days before the expiration of the current term.
Clearview AI is a facial recognition investigative platform that enables authorized law enforcement personnel to compare images against publicly available online images to generate investigative leads. The platform provides access to the largest publicly available facial recognition database available to government agencies and includes compliance, auditing, and investigative management tools that support criminal investigations.
The City of North Port has utilized Clearview AI continuously since January 2021 under sole-source procurement authority, as no other vendor offers an equivalent combination of capabilities required for law enforcement investigations. This renewal continues that established, mission-critical capability while aligning with the City’s broader effort to standardize enterprise software used across public safety functions. Clearview AI is the only vendor offering the combination of proprietary facial recognition technology, access to publicly available internet imagery, source attribution, integrated agency-managed databases, and compliance tools within a single platform. Standardization of this platform across the department ensures continuity of investigations, preserves institutional knowledge and user proficiency, maintains compatibility with existing case files and investigative workflows, and avoids the operational risk and cost associated with migrating to an unproven or functionally inferior alternative.

The Clearview AI SaaS - SL (Tool + Cloud Database Access) - Enterprise 6 Subscription Renewal Agreement for a two-year term with Clearview AI in the total amount of $39,900.00 was submitted to the City Clerk’s Office on August 31, 2026, for signature, subject to City Commission approval.

Financial Impact
Funding in the amount of $11,400.00 is budgeted in the North Port Police Department Fiscal Year 2026-2027 budget in account number 001-2100-521.54-00.
Fiscal Year 2027-2028 will be subject to the City’s approval and applicable procurement requirements and funding availability.
Procurement
The procurement was conducted in full compliance with the established Code of the City of North Port, Florida, to Chapter 2 Administrative, Article VIII Procurement, Section 2-407 - Sole Source Guidelines.
Now, this procurement is being undertaken pursuant to the City’s Procurement Administrative Policies and Procedures to further the standardization of enterprise software utilized by public safety departments.
The North Port Police Department will process this acquisition through the City’s established internal procurement procedures to maintain appropriate administrative oversight and ensure compliance with all relevant City procurement policies and procedures.
