TITLE:                     Approve the Sole Source Purchase of Additional Lift Station Pumps, Control Panels and Associated Components from Xylem Water Solutions USA, Inc., in the Amount of $67,848.00 and up to $10,000.00 for Prorated Costs for Repair Services for Existing Pumps Partially Covered by Warranty for a Total of $77,848.00.

Recommended Action

Approve the sole source purchase of additional lift station pumps, control panels and associated components from Xylem Water Solutions USA, Inc., in the amount of $67,848.00 and up to $10,000.00 for prorated costs for repair services for existing pumps partially covered by warranty for a total of $77,848.00.

Background Information

On January 14, 2020, Commission approved the sole source purchase of pumps, control panels and components for Lift Stations 16 and 90 as part of the Lift Station Rehabilitation Project as well as control panels and components for Lift Stations 3, 31, and 60. Lift Station 12 Rehabilitation was originally planned to be solicitated as a separate project but has now been combined with the Lift Station Rehabilitation Project in order to save time and mobilization costs. As part of the Lift Station 12 rehabilitation, Utilities is planning on replacing pumps as well as the control panel and associated components at the lift station. All replacement pumps will be installed by a third-party as part of the Rehabilitation Project. All control panels and components will be installed by Utilities staff.

In an effort to standardize equipment across all of the City’s lift stations, Utilities requires that only Flygt brand pumps, control panels, and associated components be installed. Xylem Water Solutions USA, Inc. is currently the only authorized distributor of Flygt products, services, and warranty work in the State of Florida.

Utilities is seeking Commission approval for the sole source purchase of additional Flygt brand lift station pumps, control panels, and associated components from Xylem Water Solutions USA, Inc., for a total of $67,848.00. Additionally, although all pumps are covered by a 5-year warranty, after the first two years repairs for warranty work are only covered on a prorated basis. Therefore, Utilities is requesting Commission approval for up to $10,000.00 for prorated costs for repair services for existing pumps partially covered by warranty.

The cumulative expenditures with Xylem Water Solutions USA, Inc. on parts and services for the fiscal year will exceed $100,000.
