Recommended Action

 

Approve the Sole Source Materials Management Agreement between the City of North Port and Synagro, dba Charlotte County Bio-Recycling Center, LLC, for yard waste processing and authorize City Manager to approve all future renewals.

 

Background Information

 

The Solid Waste Division of the Department of Public Works collects yard waste materials throughout the City of North Port. Once the individual routes are completed, the materials are transferred into a 53-foot trailer, and brought to Synagro Charlotte County Bio-Recycling Center, LLC, (Synagro) located at 29751 Zemel Road, Punta Gorda, Florida, for disposal and processing.

 

The Solid Waste Division has utilized Synagro for yard waste disposal for the past three years and following annual review of fees per ton and service availability, Solid Waste recommends a continuation of this partnership. Sarasota County Landfill is available as an alternate disposal facility.

Staff requests Commission approve the Synagro Materials Management Agreement between the City of North Port and Charlotte County Bio-Recycling Center, LLC. The organic materials tipping fee rate will be $20.00 per ton.

 

The Synagro Materials Management Agreement has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

Funding in the amount of $80,000 is included in the fiscal year 2025 Solid Waste District Budget account number 120-3032-534.34-50, Tipping Fees.

 

Procurement

 

Yard Waste disposal services are being procured pursuant to Chapter 2 - Administration, Article VIII - Procurement, Section 2-407, Sole Source Guidelines of the Code of the City of North Port, Florida.
