TITLE: Discussion and Possible Action for Recruitment of a Permanent City Manager
Recommended Action
Discussion and possible action for recruitment of a Permanent City Manager.
Background Information
At a recent Commission meeting, there was discussion about seeking direction from the City Commission with the newly installed Commissioners regarding recruitment for a new City Manager. Although there are multiple recruitment methods, there are primarily two options:
Option 1 - Executive Search Firm |
Pros |
Cons |
• Commission plays active role in the process. |
• Unbudgeted expense |
• May result in better quality candidates because of executive recruiter’s reputation and variety of outreach strategies. |
• Candidate loyalty - Recruiters may form loyalties with specific candidates, which may hamper efforts to find the best candidate for the City. |
• May be perceived as impartial due to use of outside resources. |
• Candidate guarantee - Some firms assist at no charge with a second placement if the primary candidate does not work out within a certain time period. |
Option 2 - Human Resource Department Search |
Pros |
Cons |
• Less expensive |
• May be perceived as biased due to staff involvement. |
• Very time consuming for small Department. |
• Limited in outreach strategies. |
The City has used executive recruiters in the past to find a City Manager and Assistant City Attorney.
Strategic Plan
Develop and promote City governance that fosters trust and utilizes departmental strengths and innovative philosophies to facilitate effective and efficient provision of all City services.
Financial Impact
Use of outside executive firm is estimated to cost $25,000.00 to $40,000.00. However, resources are available in fund balance to address the need.
Procurement
Not applicable.
