Recommended Action
Approve the First Amendment to Agreement No. 2018-56 with Kimley-Horn & Associates, Inc. in the Amount of $56,040.00, for a Total Contract Cost of $394,690.00 for Water Transmission Main from Myakkahatchee Creek Water Treatment Plant to Ortiz Boulevard Project.
Background Information
In order to expand transmission capacity, the City established a multi-year project to increase the size of the water main from the Myakkahatchee Creek Water Treatment Plant (MCWTP) to Ortiz Boulevard. Construction was completed on a section of 16-inch water main along North Port Boulevard from the MCWTP to just south of the Cocoplum Waterway bridge crossing in fiscal year 17-18 and along Tamiami Trail from Eager Street to Grobe Street in fiscal year 18-19. Construction of the remaining portions of water main necessary to complete this multi-year project is anticipated to begin by December 2020, pending Commission approval. This phase includes a section of water main from the Cocoplum Waterway bridge crossing on North Port Boulevard to Eager Street and a section of water main along Tamiami Trail from Grobe Street to Ortiz Boulevard.
Request for Proposals (RFP) 2018-56 for professional engineering services for the MCWTP to Ortiz Water Main Project was advertised on June 11, 2018. Four proposals were received, evaluated and ranked, and Agreement No. 2018-56 was awarded to Kimley-Horn and Associates, Inc on September 25, 2018.
The scope of services of Agreement 2018-56 includes design, permitting, and bid phase services for the MCWTP to Ortiz Blvd Water Main Project but does not include the necessary construction phase services that are needed to complete the project. The project was originally planned as multi-year construction project with construction phase services to be procured for each phase of the project. For logistical purposes, construction cost savings, and continuity of the project, it was decided that the remaining sections of water main would be constructed in a single phase and construction phase services are now needed. The First Amendment to Agreement No. 2018-56 includes the additional consulting services that are required to successfully complete construction of this project.
The Amendment has been reviewed by the City Attorney and is approved as to form and correctness.
