Recommended Action

Option 1: Approve Resolution No. 2027-R-   as presented.

City Commission Options

Option 1: Approve Resolution No. 2027-R-   as presented for the sale of real property located on Chesapeake Avenue, North Port, Florida, 34291.

•                     Pros: The sale generates cash proceeds that can fund priority projects, capital improvements, or reduce budget gaps for the general fund.

•                     Cons: Once sold, the City forfeits the option to use the land for future public buildings, parking, or strategic city planning.

Option 2: Deny Resolution No. 2027-R-   as presented as presented.

•                     Pros: Real property values can appreciate over time. The City may be able to secure a higher price in the future.

•                     Cons: As long as the property remains City-owned, it does not generate ad valorem tax revenue; a sale could return the parcel to the tax roll upon private development.

Background Information

The City Commission adopted Ordinance No. 2023-03 on April 11, 2023, establishing Commission Policy No. 2023-01, “Inventory, Disposal, and Acquisition of Real Property.” This policy requires City Commission approval, by Resolution, for the disposition of any City-owned real property designated as surplus.

On August 6, 2026, staff notified adjacent property owners and solicited bids for identified surplus parcels. The bid period closed on September 4, 2026. All submissions were reviewed, and one complete bid was received from Richard Bellavance of 8461 Chesapeake Avenue, offering a purchase price of $18,500 dollars. The Sarasota County Property Appraiser lists the assessed value of the parcel as $14,200 dollars.

This parcel is zoned R1 and is approximately 10,000 sq. ft.

Resolution No. 2027-R-   has been reviewed by the City Attorney’s Office and is legally correct as to form.

Resolution No. 2027-R-   was provided to the City Clerk’s Office on December   2026, for signature subject to City Commission approval.
