TITLE:                     Single-source purchase of a Pierce Manufacturing replacement ladder truck from Ten-8 Fire Equipment of Bradenton, FL in the budgeted amount of $857,113.00.

Recommended Action

Approve the single-source purchase of a Pierce Manufacturing replacement ladder truck from Ten-8 Fire Equipment of Bradenton, FL in the budgeted amount of $857,113.00.

Background Information

The City of North Port through the Fleet Management Division has standardized the City’s fleet of Fire Rescue vehicles and equipment.  This strategy has several advantages which are detailed in the attached memorandum from Fleet Management.

Specific to Fire Rescue’s purchases of fire apparatus, the vehicles obtained from Pierce Manufacturing have historically performed better than other manufacturers in terms of maintenance costs, reliability and service/warranty/parts provision.  This cost difference translates to thousands of taxpayer dollar savings through the ten-year life expectancy of the apparatus.

The City previously made the determination to move forward with Ten-8 Fire Equipment, the only Pierce Manufacturing-authorized dealership in Florida, for several reasons: the reliability of the Pierce product, the vendor service facility located in Bradenton and the vendor mobile service availability, the inclusion of the performance bond at no cost to the City, and the location of the Pierce plant in Bradenton for warranty work which solidified the recommendation.  Ten-8 currently has the service contract for the City’s fire vehicles.  Fleet Management is satisfied with Ten-8’s performance and proposed Pierce specifications.

Capital funding in the amount of $993,000 is approved in the FY 2017-18 Budget for the purchase of a replacement ladder truck and associated equipment (see Financial Impact statement).  Over the past several months, the Fire Rescue Truck Committee and Fleet Management staff has worked with Ten-8 Fire Equipment and Pierce Manufacturing on specifications and design of the fire truck.

The purchase price reflects all manufacturer discounts and a prepayment discount of $45,000.  The anticipated delivery of the vehicle is ten months from the date of order.

The ladder truck being replaced (CID 71149) will be deemed surplus and then sold at auction.

Strategic Plan

Financially Responsible City Providing Quality Municipal Services.

Financial Impact

Account # 325-2222-522.64-00.  A capital expenditure is included in the FY2017-18 budget for the purchase of a ladder truck and equipment in the amount of $993,000 from the Capital Acquisition fund.  Additional firefighting tools and equipment will be obtained under separate, individual purchase orders at approximate cost of $100,000; the difference between the cost of the vehicle and those additional tools and equipment will result in project savings of more than $35,000.

Procurement

This is a single-source purchase to Ten-8 Fire Equipment as they are the only authorized Pierce dealership in Florida.
