Recommended Action

 

Option 1: Approve Resolution No. 2025-R-62 as presented.

 

City Commission Options

 

Option 1: Approve Resolution No. 2025-R-62 as presented to approve the purchase of real property located on Caballero Avenue.

 

                     Pros: Supports long-term drainage and mobility goals by enabling installation of mobility enhancements such as a vehicle bridge with multi-use path, aligning with the City’s Mobility and Connectivity Plan.

                     Cons: The City will take on responsibility for future maintenance, including landscaping and general upkeep.

 

Option 2: Deny Resolution No. 2025-R-62 as presented to approve the purchase of real property located on Caballero Avenue.

 

                     Pros: Saves upfront costs by avoiding immediate land acquisition and allows funding to be redirected to other potential Public Works’ needs.

                     Cons: Missed opportunity to improve citywide connectivity as defined in the adopted Mobility and Connectivity Plan.

 

Background Information

 

The Department of Public Works is seeking to acquire additional land along Caballero Avenue to support future infrastructure improvements. Specifically, this acquisition will enable completion of a planned bridge over the Cosmic Waterway between Caballero Avenue and Albren Street and will provide the necessary space for a vehicle bridge and multi-use path.

 

This project directly supports the goals of the City’s Mobility and Connectivity Plan by expanding motorized and non-motorized travel options. To facilitate the purchase, Public Works has partnered with American Acquisition and Appraisal, LLC to determine fair market value for the corner clip.  An agreement has been reached by the seller to sell the corner clip of the property to the North Port Road and Drainage District for $1,000.00.


Resolution No. 2025-R-62 has been reviewed by the Interim City Attorney and is legally correct as to form.

 

Resolution 2025-R-62 was provided to the City Clerk's Office on October 3, 2025, for signature subject to City Commission approval.

Financial Impact

 

Funding in the amount of $1,000.00 is available in the Fiscal Year 2026 Road and Drainage District Budget, account number 153-5000-541.61-00, Capital Project R23CWC.

 

Procurement

 

Purchase of property will be pursuant to Chapter 2 Administration, Article VIII Procurement, Sec.2-403 Exemptions, (a)(3)c - Real property, real estate brokering, or appraising of the Code of the City of North Port.
