TITLE: Approve Utilization of Contract No. 2019000319 Between City of Charlotte, North Carolina and Big Truck Rental, LLC for Refuse Truck Rentals and Related Products and Services on an As-Needed Basis in an Amount not to Exceed $200,000 Annually Through the Term Ending October 31, 2027, and Authorize the City Manager to Approve any Modifications, Terminations or Renewals in Concurrence with City of Charlotte, North Carolina.
Recommended Action
Option 1: Approve utilization of Contract No. 2019000319 between City of Charlotte, North Carolina and Big Truck Rental, LLC for refuse truck rentals and related products and services on an as-needed basis in an amount not to exceed $200,000 annually through the term ending October 31, 2027, and authorize the City Manager to approve any modifications, terminations or renewals in concurrence with City of Charlotte, North Carolina.
City Commission Options
Option 1: Approve utilization of Contract No. 2019000319 between City of Charlotte, North Carolina and Big Truck Rental, LLC for refuse truck rentals and related products and services on an as-needed basis in an amount not to exceed $200,000 annually through the term ending October 31, 2027, and authorize the City Manager to approve any modifications, terminations or renewals in concurrence with City of Charlotte, North Carolina.
• Pros: Allows the City to use an existing competitively procured Contract, reducing the time and administrative resources required to conduct a separate solicitation. The Contract provides access to competitively established pricing and allows the City to obtain refuse truck rentals as needed to maintain continuity of solid-waste collection operations.
• Cons: The Contract terms, pricing, and scope were originally negotiated for the City of Charlotte, North Carolina needs and may provide less flexibility than a solicitation developed specifically for the City of North Port’s operational requirements. The City may also have less control over future contract amendments and pricing adjustments.
Option 2: Deny utilization of Contract No. 2019000319 between City of Charlotte, North Carolina and Big Truck Rental, LLC.
• Pros: Allows the City to issue its own competitive solicitation tailored specifically to North Port’s equipment specifications, service requirements, Contract terms, and anticipated rental volume.
• Cons: Conducting a separate solicitation would require additional staff time and may delay access to needed refuse truck rentals and increase the risk of service interruptions.
Background Information
The Department of Public Works seeks authorization to utilize an existing Contract between City of Charlotte, North Carolina and Big Truck Rental, LLC for refuse truck rentals and related products and services. This arrangement, commonly referred to as a Piggyback or Cooperative Contract, allows the City to purchase goods and services under terms and conditions already established through another governmental agency’s competitive procurement.
Big Truck Rentals provides high-performance trucks to support the Solid Waste District’s short and long term operational needs. Trucks are available for rental or purchase to accommodate various environmental, logistical, and service requirements. This service provides the District with immediate access to like new vehicles on a recurring or as-needed basis, helping ensure reliable fleet capacity to meet operational demands. The Contract was originally procured by the City of Charlotte through a competitive process. After reviewing the Contract, the City of North Port has determined that its terms, pricing, and service provisions, support the city’s operational needs and represent a beneficial procurement approach.
Contract No. 2019000319 between City of Charlotte, North Carolina and Big Truck Rental, LLC has been reviewed by the City Attorney and is legally correct as to form.
Contract No. 2019000319 between City of Charlotte, North Carolina and Big Truck Rental, LLC has been provided to the City Clerk’s office on August 31, 2026, for signature, subject to City Commission approval.

Financial Impact
Funding in the amount of $175,000.00 is budgeted in the Solid Waste District Budget in Fiscal Year 2027 budget in account number 120-3032-534.44-00, Rentals & Leases.
Any purchase made on or after October 1, 2026, or each year after, against this Contract is contingent on future appropriated funds.
Procurement
The utilization of this Cooperative Contract is consistent with Chapter 2, Administration, Article VIII, Procurement, Section 2-403 (Exemptions) of the Code of the City of North Port, Florida, which permits the use of competitively awarded Contracts from other governmental entities.
