Recommended Action
Approve Sole Source (as the City Standard) purchase of nine new LifePak 15 version 4 cardiac monitor defibrillators and related accessories with Stryker Corporation in the amount of $169,997.04.
Background Information
Fire Rescue currently has nine LifePak cardiac monitor defibrillators that are at end of life stage. These version 1 models (2011) may not be supported in the next year should they encounter a mechanical problem. Stryker is projecting a newer LifePak 18/20 will not be available for the next several years. Fire Rescue has a capital acquisition plan for replacement these devices. These replacements would bring the entire fleet to the upgraded version 4 models. Stryker Corporation, the sole source distributor for LifePaks, has provided a quote for the purchase and shipping of nine (9) LifePaks.
North Port Fire Rescue utilizes Stryker LifePaks as front line life-saving and patient assessment equipment. The Continued use of the same Stryker LifePaks on each apparatus is critical to Fire Rescue operations. Fire Rescue personnel that use this equipment are expected to be proficient with all features and uses which requires extensive training and use of the LifePak. Having more than one brand of defibrillator would cause operational issues with equipment compatibility, proper training, and logistical support. It would be in the best interest of the City to standardize the purchase of the requested Stryker LifePaks to match the existing models that are currently in service with North Port Fire Rescue.
The replacement LifePak 15 version 4 cardiac monitor defibrillators were approved in the FY20/21 budget under Budget Proposal #1607 and assigned by Finance to Project F21CME.

Procurement
