Recommended Action
Approve Amendment No. 2 to Contract 2020-38 with Zep Construction, Inc. in the Amount of $19,015.00 for the Myakkahatchee Creek Water Treatment Plant (MCWTP) Structural Rehabilitation Project Phase 1 - Flocculation Tank No. 1 Repairs, for a Total Project Cost of $182,245.18.
Background Information
On May 12, 2020, Commission approved Contract 2020-38 with Zep Construction, Inc. in the amount of $139,953.00, with a contingency of $13,995.00, for a total project cost of $153,948.00 for the MCWTP Structural Rehabilitation Project Phase 1 - Flocculation Tank No. 1 Repairs. This project includes repairs to the flocculation tank recommended by CDM Smith as part of the 2019 structural analysis, including: demolishing and removing the existing concrete masonry unit (CMU) baffle walls and floor slab, replacing and recompacting displaced soil, constructing a new reinforced concrete structural slab and baffle wall, removing existing coating from all interior concrete surfaces, repairing spalls, gouges and cracks, repairing eroded concrete surfaces, and coating the interior of the tank using a polyurethane coating.
On September 8, 2020, Commission approved Contract Amendment No. 1 in the amount of $23,277.18. for additional work needed due to unforeseen sub-grade conditions. This additional work added five days to completion time.
During the construction process, field measurements performed by the contractor and verified by the project consultant, CDM Smith, Inc., have shown that the calculation of the square footage in the original bid quantities for Item No. 2B - Concrete Repair Mortar (walls and slab) and Item No. 2C - NSF 61 Coating (Walls and Slab), which were based on Record Drawings provided by Utilities, was too low. Therefore, an additional 52 square feet of concrete repair mortar for the perimeter walls of the tank and newly constructed baffle walls as well as an additional 1,129 square feet of coating for the perimeter walls, internal and external sump walls, internal weir walls and underside of the catwalks is required. The contractor has extended the original bid unit prices for the additional area. Additional repairs are also needed for a separation of the floor slab of approximately 15 linear feet in length, however, per the field measurements, there are excess bid quantities for Item No. 2D - Crack Repair that may be used for the repairs needed. The cost of the additional required quantities is $19,015.00 and no additional contract time will be required for Amendment No. 2.
Contract Amendment No. 2 has been reviewed by the City Attorney and is approved as to form and correctness.
