TITLE: Approve the Operation Underground Railroad (O.U.R.) Domestic Law Enforcement Support Mutual Agreement for the Receipt of Contributions Between the City of North Port, on Behalf of the North Port Police Department and Operation Underground Railroad for Acceptance of Donations.
Recommended Action
Approve the Operation Underground Railroad (O.U.R.) Domestic Law Enforcement Support Mutual Agreement for the Receipt of Contributions between the City of North Port, on behalf of the North Port Police Department and Operation Underground Railroad for acceptance of donation.
Background Information
O.U.R. is a non-profit organization that exists to protect children from sex trafficking and sexual exploitation, a mission best accomplished through collaboration with law enforcement agencies (LEAs) both in the U.S. and abroad. O.U.R. is fully sustained by donors who generously give to help save children from being victimized by sexual predators, and to identify, rescue and heal those who have fallen prey to such predation.
By accepting donations, the City would agree to reporting the numbers of any individuals arrested, or victims identified with the assistance of the donation. No names or case identifiers will be reporting, just raw numbers provided in bimonthly reports which O.U.R. will solicit. These reports allow donors to see how their contributions translate to children being safeguarded from predators. This donation includes Oxygen Forensic Detective Software and Oxygen Forensic Boot Camp Training. The donation is for software and training that will be purchased by O.U.R. directly for the Police Department.
This Agreement has been reviewed by the City Attorney and is legally approved as to form and correctness.

Financial Impact
There is no cost for accepting these donations. Receiving these will save the City money since the Police Department would not have to purchase these desired items this fiscal year. The value of the software is $7,495.00 with an additional $2,395.00 for a Training Course. This is a total of $9,890.00. The city would be responsible for any recurring costs associated with a donation, meaning future annual software renewals would need to be a budgeted item at the City’s expense. The current annual renewal fee is $2,899.00.
