Recommended Action
Approve the application to the Resilient SRQ Community Development Block Grant-Disaster Recovery Program in the amount of $1,810,000 for a Fire Mobile Command Unit and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.
Background Information
Sarasota County is a direct recipient of the U.S. Department of Housing and Urban Development (HUD)'s Community Development Block Grant-Disaster Recovery (CDBG-DR). Sarasota County has named this grant initiative Resilient SRQ. The County will be awarded $201.5 million in funding to deliver unmet needs assistance to the community from the impacts from Hurricane Ian.
CDBG-DR funds activities related to disaster relief; long-term recovery; restoration of infrastructure and housing; economic revitalization and mitigation in the most impacted and distressed areas; generally, fall into the following categories:
Ø Housing
Ø Restoration of infrastructure
Ø Economic revitalization
The City of North Port’s Fire Rescue Department is seeking funding for the purchase of a Fire Mobile Command Unit. During Hurricane Ian, the City activated a shared Emergency Operations Center (EOC), but the Fire Rescue Department’s Operations Center (DOC) was displaced from the EOC due to heavy structural damage and backup generator failure at the Fire Administration building. As a result, the fire rescue operation operated 24-hours per day out of a damaged apparatus bay.
As described in the Executive Summary provided by the All-Hazard Incident Management Team deployed to the City of North Port, operational challenges were directly attributable to a lack of a reliable and available command area.
This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency. The grant application deadline was Monday, March 18, 2024. Notification of award is expected in the Fall of 2024.
Due to a system issue, the application attached reflects North Port Art Center as the applicant. Staff has worked with the US General Services Administration who administers the system and we have been assured that the City of North Port is the correct applicant in their records. If funds are awarded, the City of North Port will be the recipient.
If awarded, all Contracts associated with the Fire Mobile Command Unit will be reviewed by the City Attorney to ensure they are legally correct as to form.

Financial Impact
The total project cost is estimated at $1,810,000. Potential award from the grant is $1,810,000. There is a projected ten-year operational lifespan for the Fire Mobile Command Unit before replacement may be required. All annual mechanical maintenance will be conducted by the Fleet Division of the Department of Public Works. If the grant is awarded, funding will be allocated in the appropriate budgets for these expenses.
