TITLE: Approve Grant Application to the Florida Division of Historic Resources in an Amount of $500,000 for the Rehabilitation of the Warm Mineral Springs Entry Building, Spa Building and Trellis.
Recommended Action
Approve Grant Application to the Florida Division of Historic Resources in an amount of $500,000 for the rehabilitation of the Warm Mineral Springs entry building, spa building and trellis.
Background Information
City staff continues to seek alternative sources of funding for elements of the Warm Mineral Springs Master Plan, as identified in the Capital Improvement Program, project WM19BR. The Florida Division of Historical Resources Fiscal Year 2022 Special Category grant, which opened on April 1, 2020, supports preserving and promoting Florida’s historical, archeological and folk culture resources. Exterior rehabilitation of the entry and spa buildings and reconstruction of the trellis walkway are acceptable uses of grant funding, if awarded.
The scope of work included as part of this application includes:
• Roof repairs
• Trellis reconstruction
• Window and glass door replacement with impact glass
• Ceramic faced concrete repair (structural blocks)
The application deadline was June 1, 2020. The application was submitted on May 29, 2020. The grant review and ranking committee meeting will be held in Tallahassee and online in September on a date to be announced.
Upon successful award, grant funds would be available July 2021. If awarded, staff will return to Commission for direction on rehabilitation scope and matching fund options. The City Attorney will review any grant agreements for legal form prior to executing the agreement.

Financial Impact
The four work elements, identified above and in the grant application, are estimated to cost $1,065,000. The grant will not pay more than $500,000. If awarded the City is responsible for $565,000.
The engineers estimate for the entire exterior rehabilitation of the entry building, spa building and reconstruction of the trellis, which also includes miscellaneous items including steel replacement, wood replacement and exterior paint, is $1,303,000. The City would be responsible for $803,000.
The engineers estimate for the Phase 2 reconstruction is approximately $10.5 million. Phase 2 includes all exterior and interior renovations of the entry building, spa building, cyclorama, reconstruction of the trellis walkway, landscaping, site lighting, etc. as outlined in the Warm Mineral Springs Master Plan.
If the grant is awarded, staff will return to Commission for execution of the grant award with matching fund and rehabilitation options. Matching funds options could include Surtax, if available, or a loan.
