Recommended Action
Approve the registration for the Minnesota Multi-State Contracting Alliance for Pharmacy Agreement (MMCAP) required as part of the Florida Department of Heath's HERO Grant participation to provide First Responders with Naloxone at no cost to the City.
Background Information
The City of North Port participated in the HERO Grant this past year through the North Port Fire Department. The Fire Department joined with the North Port Police Department to provide every first responder (police and fire) with immediate access to Naloxone. Naloxone (also known as Narcan®) is a medication called an “opioid antagonist” used to counter the effects of opioid overdose, for example morphine and heroin overdose. Every North Port officer received training in the use of Naloxone and the North Port Police Department implemented a department policy for its use.
The previous grant was managed by the North Port Fire Department who reported its use. This HERO grant application is intended for the North Port Police Department to manage, distribute, train, and report by splitting from the Fire Department. As part of the requirements for the grant, the City of North Port needs to complete the MMCAP application. There will be continual training for any updates in the deployment of Naloxone, and every new officer will be trained as well. The City of North Port Police Department reports Naloxone use through ODMaps. This allows North Port Police Department to ensure its data is available to all surrounding law enforcement agencies; and for immediate alerts on trends that may assist with addressing overdose trends in the community.
Furthermore, the exposure to illicit drugs can be life threatening while only providing minimal time to provide emergency medical treatment. Through this grant, the law enforcement officers within the City of North Port will be provided immediate access to this life-saving treatment. This past year officers deployed Naloxone on members of the community who were in a state of overdose, and its application proved extremely beneficial as they survived the medical emergency. There is no monetary exchange at any time between the City of North Port and any other local, state, or federal entity. This grant is for product only which will be sent directly to the North Port Police Department.
The City Attorney approved this agreement for form and correctness.
