• Pros: The Continuing Services Agreements were procured through the traditional Request for Proposal (RFP) process in accordance with the City of North Port Procurement Code. These Agreements provide a mechanism to secure engineering services in a timelier fashion due to the Request for Letters of Interest (RLI) process rather than soliciting each project as an RFP. In addition, hourly rates based on the position performing the scope of work for each firm are known in advance and don’t need to be negotiated on each project.
• Cons: Approval of multiple Agreements establishes a broad pool of firms, which may reduce competitive pricing opportunities on individual projects. In addition, staff will still need to carefully manage assignments to ensure equitable distribution of work and compliance with procurement policies.

• Pros: Denial preserves the City’s ability to evaluate engineering firms on a project-by-project basis through the formal RFP process, ensuring maximum competition and transparency in the selection of firms.
• Cons: Any engineering services that will be needed will require the issuance of a RFP for each project, which will add several months to the project timeline.
Background Information
The Utilities Department requires the services of qualified and experienced engineering firms to act as consultants and/or Engineers of Record to the City for various Utilities Department projects. Engineering service specialties needed include construction cost estimation; civil; structural; mechanical; environmental; and various reporting and permitting services. Other service specialties include biological and ecological evaluations; geological; geotechnical and hydrogeological investigations; and mapping and surveying.
Below is a timeline of events related to the procurement of this project:
Ø January 31, 2025 - The Utilities Department issued RFP No. 2025-12 to solicit the services of qualified and experienced firms to establish Continuing Services Contracts for Professional Engineering Services with the Utilities Department in one or more of the following categories:
Category 1 - Water, Wastewater, and Reclaimed Water Treatment & Storage Systems: Assistance with study, permitting, design, construction/engineering/inspection (CEI), and operations and maintenance (O&M) activities associated with water and wastewater treatment plants, facilities and process improvements, including facility expansions and upgrades. This category shall also include indirect and direct potable reuse.
Category 2 - Water, Wastewater, and Reclaimed Water Conveyance Systems: Assistance with the study, permitting, design, CEI, and O&M activities associated with water, wastewater, reclaimed water distribution, collection, and transmission systems as well as utility relocations within the City of North Port and Florida Department of Transportation (FDOT) rights-of-way.
Category 3 - Water, Wastewater, and Reclaimed Water Planning: Assistance with the evaluation of the OWNER’s service area needs for growth planning. Work efforts may include evaluating growth and new service impacts to the utility; surface and groundwater resource management; consumptive use permitting; system engineering reports; flow monitoring data analysis; master planning efforts and updates; asset management development; Geographic Information System (GIS) analytics; as well as hydraulic modeling.
Ø April 4, 2025 - Seventeen (17) firms submitted proposals for one or more of the three categories by the deadline.
Ø May 21, 2025 - The proposal evaluation and ranking meeting was held. The eight (8) highest ranking firms in each category were selected for award. Overall, the following eleven (11) firms were selected in one or more of the categories, as outlined below.

Under the Continuing Services Agreement Number 2025-12, the Utilities Department may use direct select for work assignments or will issue a letter of interest for each specific project to all qualified firms detailing the project description, scope of work, project goals, and the proposed budget and schedule. Interested firms will be given the opportunity to submit a qualifications-based proposal. City staff will award projects based on an evaluation of the proposals submitted and work with the selected firm to finalize a detailed scope and fee schedule prior to issuing a work assignment. In accordance with Florida State Statue §287.055, professional services under Agreement Number 2025-12 will not be sought for projects with estimated construction costs exceeding $7.5 million and work assignments issued will not exceed $500,000. Any individual work assignment of $100,000 or greater will require Commission approval, per the City‘s Procurement Policy.
