TITLE:                                          Economic Development Interlocal Agreement

 

 

 

Recommended Action

 

Approval of Economic Development Interlocal Agreement Providing for the Administration of a Joint County/Municipality Economic Development Program.

 

Background Information

 

At the September 5, 2019 Special Meeting, an amended motion was passed to approve the

draft Agreement as presented with a two-word amendment adding the language “and municipalities” to a graphic on page 3.  The motion also directed the Agreement be brought back to Commission in final format for approval.

 

City Staff resubmitted to Sarasota County the North Port approved draft version with requested language amendment for circulation among and approval by participant Municipalities (Cities of Venice, Sarasota and Long Boat Key).  According to County Staff on March 9, 2020, that circulation has been completed with no objections to the draft Agreement approved North Port’s City Commission. 

 

This Interlocal Agreement allows for contracting with the Economic Development Corporation of Sarasota County (EDCSC) and contains expectations, responsibilities, and measures of performance which are standard best practices in the field of Economic Development across the US.  The Agreement meets the standard set by the City Manager and has been approved by the City Attorney’s Office.  Staff has included the same back up materials as provided to Commission on September 5, 2019

 

At present, this Agreement is tentatively scheduled be presented to the Sarasota County Commission on April 21 or 22, 2020 for final approval.  The attached Legislative Text Summary outlines the Agreement and the performance measures the Commission requested.

Financial Impact

 

The cost to the City for participation in the Interlocal Agreement is $1.00 Per Capita Per Annum.  The amount of $72,000 has been budgeted in account number 001-0830-552.54-00 for Fiscal Year 2019-2021.
