Recommended Action

 

Approve Quotation #Q-461420 for a three (3) year renewal of the Small Enterprise Agreement County and Municipality Government (E214-3) with ESRI, Inc. for the comprehensive GIS products, services, and training in the amount of $55,000.00 annually, for a total amount of 165,000.00. 

 

Background Information

 

For the past nine years, the City of North Port has had an Agreement with ESRI, Inc. to allow the City to use ESRI’s Geographic Information Systems (GIS) applications, services, and training resources.  ESRI’s GIS software is a critical component of infrastructure that is integral to much of the work that is performed in the City. GIS technology is used to collect, organize, analyze, and present data that is linked to a location. All City Departments use GIS information or web maps in some capacity and there are components that are available to the public as well. ESRI’s software is integrated with the following other systems and software:

 

Ø                     Department of Public Works Work Management System

Ø                     City of North Port public website and mobile app

Ø                     Department of Police Computer Aided Design (CAD) system

Ø                     City Enterprise Resource Planning (ERP) system

 

ESRI software and associated data is essential in performing data and analysis functions throughout the City. An Enterprise License Agreement (ELA) will provide numerous benefits including:

 

Ø                     A lower cost per unit for licensed software.

Ø                     Substantially reduced administrative and procurement expenses.

Ø                     Maintenance and software updates on all ESRI software deployed under this Agreement.

Ø                     Complete flexibility to deploy software products when and where needed.

Ø                     Assurance that there will be continuity in the integration of these tools over multiple years.

Ø                     City-wide staff training and certification on a variety of topics and specialization.

Quotation #Q-461420 for a three (3) year renewal of the Small Enterprise Agreement County and Municipality Government (E214-3) with ESRI, Inc. for the comprehensive GIS products, services, and training in the amount of $55,000.00 annually, for a total amount of $165,000.00 has been reviewed by the City Attorney and is legally correct as to form.

Financial Impact

 

The total cost for the three (3) year renewal of the Small Enterprise Agreement County and Municipality Government (E214-3) with ESRI is $165,000.00, with payments of $55,000.00 for the first year and then $55,000.00 for the two following years. The cost for the annual portion of this proposed Agreement has been included in the proposed City Manager, Information Technology Division budget for Fiscal Year 2022-2023, account number 001-0710-516-46-01.

 

Procurement

 

Procurement of Enterprise Licenses are being made in accordance with Sec 2-407, Sole Source Guidelines of the City Procurement Code.
