Background Information
At the April 5, 2018 Commission meeting, Commission approved Agreement No. 2017-40 with Kimley Horn & Associates for Professional Design & Engineering Services for the Warm Mineral Springs Park Master Plan. At the April 9, 2019 meeting, Commission adopted the Warm Mineral Springs Park Master Plan, as presented. During this meeting, phasing recommendations for the plan were discussed and direction was provided for prioritization of future tasks.
Parks & Recreation staff and City Project Manager began negotiations for the Phase II scope of services in May of 2019 for professional design and engineering services to include historic restoration of the existing buildings, utility infrastructure improvements and parking lot improvements. In June of 2019, Commission provided consensus to amend Phase II by pushing the parking lot improvements out to a future phase.
As part of the negotiation process, Parks & Recreation requested that staff in Planning, Engineering, Stormwater, Fire and Utilities complete a thorough review of the proposed scope of services to ensure all necessary services and deliverables for the project were detailed. For reference, Phase II of the Master Plan includes Task 10 - Site Civil and Utility Due Diligence; Task 11 - Meetings and Coordination; and Task 12 - Construction Documents / Permitting as identified in the original agreement. A Major Site & Development Plan and Development Master Plan are both needed for this project as it includes changes to the buildings and review of the overall site configuration. Furthermore, because Warm Mineral Springs Park is located in an Activity Center, an Urban Design Standards Review will also be required.
It is anticipated upon award that Phase II services will take approximately 18 months to complete.
This Amendment has been reviewed and approved by the City Attorney’s Office.

Financial Impact
Agreement 2017-40, Amendment 1 is in the amount of $1,374,125, plus a project contingency of 5% or $68,706. This project is funded through project WM19BR in account numbers 125-3036-572-6200 (available balance $684,792) and 306-3036-572-6200 (available balance $1,167,340) for an available project budget of $1,852,132.
Procurement
Professional Services were procured pursuant to Sec. 2-406 of the City of North Port Procurement code and Florida Statute 287-055 Consultants’ Competitive Negotiation Act.
