Recommended Action

 

Approve Work Assignment 2023-10PW with Johnson Engineering, Inc. for Design of the Stockton Avenue Extension across the MacCaughey Waterway to improve overall City connectivity in the estimated amount of $337,233.00.

 

Background Information

 

In an effort to improve overall City-wide connectivity, the Public Works Department seeks to initiate the design of a new box culvert to extend Stockton Avenue across the MacCaughey Waterway and connect to Caballero Avenue. This roadway extension would complete an additional vehicular and pedestrian route between Sumter Boulevard and Toledo Blade Boulevard and would allow travel between these arterial roads without using Price Boulevard, Tropicaire Boulevard, US-41, or Interstate 75.

 

Ø      July 26, 2023: Request for Letters of Interest (RLI) 2023-10PW for the Stockton Avenue Extension/Cosmic Waterway Crossing was issued to firms within the City’s Engineering Library.

 

Ø      September 13, 2023: Staff evaluated six (6) responses to RLI 2023-10PW and Johnson Engineering Inc., was selected to proceed with the development of a scope and fee schedule.

 

After careful review of the scope and fee for the project, the Department of Public Works recommends Johnson Engineering Inc., be awarded Work Assignment 2023-10PW for this project, in the estimated amount of $337,233.00.

 

The proposed schedule anticipates that the construction of the box culvert would start in the Summer of 2025, allowing the crossing to serve as an alternate route for a portion of the time that the widening of Price Boulevard is underway.

 

Parcels 0966-08-4802 and 0966-05-1025 have been acquired by the City’s Road and Drainage District to allow for the construction of this additional waterway crossing.

Funding in the amount of $337,233.00 is available in Fiscal Year 2024 Transportation Impact Fee Fund Budget, Project Number R23CWC, account number 153-5000-541.63-00.

Continuing Contract 2019-23-09 was procured pursuant to Section 2-406 Professional Services Selection under Consultants’ Competitive Negotiation Act (CCNA), Florida Statutes § 287.055.
