Recommended Action

 

Approve a Three (3) Year contract renewal with ESRI, Inc. for comprehensive GIS products, services and training in the amount of $156,795.00.  ESRI is the sole source provider of these products and services.

 

Background Information

 

For the past three years, the City of North Port has been in contract with ESRI, Inc. to allow the City to use ESRI’s GIS applications, services and training resources.  ESRI’s GIS software is a critical component of infrastructure that is integral to much of the work that is carried out in the City.  GIS (Geographic Information System) technology is used to collect, organize and present data that is linked to a location.  There are three full-time GIS positions in Information Technology, Public Works and Utilities, along with various personnel throughout the City who use ESRI software on a regular basis.  ESRI software is integrated with other systems and software, such as the Public Works work management system, the City’s public website and mobile app, and our SunGard ERP system.  ESRI software and associated data is essential in performing land management functions throughout the City.  An Enterprise License Agreement (ELA) will provide numerous benefits including:

 

                     A lower cost per unit for licensed software

                     Substantially reduced administrative and procurement expenses

                     Maintenance and software updates on all ESRI software deployed under this agreement

                     Complete flexibility to deploy software products when and where needed

                     Assurance that there will be continuity in the integration of these tools over multiple years

                     City-wide staff training and certification on a variety of topics and specialization

Financial Impact

 

The purchase consists of two items:  a 3-year enterprise license agreement and a software license for a Business Analyst product.  The total cost for the ELA is $150,000.00, to be paid in $50,000.00 increments annually.  The Business Analyst product cost is $6,795, and would allow the use of the software in the FY2016-2017 fiscal year.  The cost for the Business Analyst product, and annual portion of the proposed 3-year ELA has been included in the proposed General Services, Information Technology division budget for FY2016-17 under account number 001-0710-516-46-01.
