Recommended Action

 

Approve the application to the Resilient SRQ Community Development Block Grant - Disaster Recovery in the amount of $2,260,000 for the Lift Station Bypass Pump Hazard Mitigation Grant Program (HMGP)  Match and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review, should the grant be awarded to the City.

 

Background Information

 

Sarasota County is a direct recipient of the U.S. Department of Housing and Urban Development (HUD)'s Community Development Block Grant-Disaster Recovery (CDBG-DR). Sarasota County has named this grant initiative Resilient SRQ.The County will be awarded $201.5 million in funding to deliver unmet needs assistance to the community from the impacts from Hurricane Ian.

 

CDBG-DR funds activities related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization and mitigation in the most impacted and distressed areas and generally fall into the following categories: housing, restoration of infrastructure, and economic revitalization.

 

The City of North Port Utilities Department is requesting funding to be used as the match requirement for the Hurricane Ian Federal Emergency Management Agency HMGP Lift Station Fortification Project / Bypass Pumps project.  The funding includes the cost of Construction Engineering Inspection (CEI) costs, which includes Prevailing Wage and Section 3 compliance associated with the entire scope of the project. Prevailing Wage and Section 3 compliance add a substantive cost to the project and does not apply to HMGP funded projects but does apply to CDBG-DR.  The HMGP application was presented and approved as a consent item on the December 12, 2023 Regular Commission meeting.

 

The CDBG-DR and HMGP match opportunity represent a very rare and unique federal grant initiative distinguished by their compatibility for mutual matching, which is not normally allowed. In the event that the HMGP grant is not secured while the CDBG-DR grant is awarded, there exists the capacity to still pursue the project with a modified scope without matching funds needed. Our team maintains a confident outlook regarding the likelihood of securing the HMGP grant, based successes attained by other agencies in similar endeavors.

 

Please note in the grant application, Section 9, Project Description, the budget breakdown adds up to only $2.25 million. An additional $10,000 was automatically added by Sarasota County for the required environmental review.

 

This is a reimbursable grant, meaning the City will spend first and then request reimbursement from the granting agency. The grant application deadline was Monday, March 18, 2024. Notification of award is expected in fall 2024. 

 

Due to a system issue, the application attached reflects North Port Art Center as the applicant.  Staff has worked with the US General Services Administration who administers the system and we have been assured that the City of North Port is the correct applicant in their records.  If funds are awarded, the City of North Port will be the recipient.  

 

If awarded, the contract will be reviewed for form and correctness by the City Attorney.
