TITLE:                     Discussion Regarding Proposed Projects for 2025 State and Federal Legislative Funding Requests.

Recommended Action

Discussion regarding proposed projects to be submitted for 2025 State and Federal legislative funding.

Background Information

In preparation for the upcoming State and Federal legislative cycle, staff is seeking City Commission direction regarding proposed projects for legislative funding requests. Federal funding requests have more stringent permitting and construction considerations which adds time constraints to projects.  Any urgent shovel ready projects or projects nearing design completion should only be considered for State funding.

Staff is requesting that Commission select no more than four projects each for State and Federal legislative funding consideration. Once final submission guidance is released, staff will review and select no more than two projects to submit for State legislative funding and two projects for Federal funding. Staff will notify the Commission via memorandum the submitted projects. Typically, State awards for legislative requests are under $1 million per project. Federal requests may be awarded in higher amounts at the discretion of Congress.

Staff recently met with legislative staff from Congressman Steube’s office to discuss upcoming Federal funding opportunities. Due to the uncertainty of the federal budget and upcoming election, it is possible that any requests for Federal funding would not be accepted or approved in the upcoming year and delayed until the following year.

Some projects for Commission consideration are as follows:

State (Typically fewer requirements/limitations and under $1 million):

Ø                     Police Headquarters (staff working with state lobbyist on a request for more than $1 million)

Ø                     Warm Mineral Springs Water/Sewer or Buildings

Ø                     Water Control Structure Improvements

Ø                     Price Boulevard Widening Phase II

Ø                     Bridge Improvements

Ø                     Water and Sewer Service Expansion

Federal (Typically many requirements/limitations and can be more than $1 million):

Ø                     Water Control Structure Improvements

Ø                     Warm Mineral Springs Water/Sewer or Buildings

Ø                     Bridge Improvements

Ø                     Water and Sewer Service Expansion

Ø                     Price Boulevard Widening Phase II

Legislative funding has very quick application turnaround times, typically a week or two between the announcement and application deadline. The project criteria for applications can change from year to year, requiring staff to decide quickly on what project will qualify and what project to apply for.
