Recommended Action

 

Approve the Reimbursement Agreement for Replacement Improvements to Lift Station 88 with the West Villages Improvement District.

 

Background Information

 

In 2006, West Villages Improvement District (District) designed, permitted, installed and dedicated the master lift station 88, located in Gran Paradiso, to the City. The pumps and control panels were designed to carry the flows from this station approximately 7.5 miles to the Pan American Blvd Wastewater Treatment Plant. In late November 2019, the Southwest Wastewater Reclamation Facility (SWWWRF), located within the District’s boundaries, began operation and flows from Lift Station 88 were redirected to this much closer facility. Because of the reduced distance that the flows travel to SWWWRF, a reduction in pump size at Lift Station 88 is necessary to prevent short-cycling of the pumps that could lead to premature pump failure and potential sanitary sewer overflows. The existing pumps, electrical control panels, and related components at Lift Station 88 have not yet reached their useful life of approximately 20 years, therefore, the District and the City have agreed to share the costs of redesigning and replacing two pumps, control panels, and all related components for Lift Station 88.

 

Per the terms of the Reimbursement Agreement for Replacement Improvements to Lift Station 88, the District will redesign and replace the existing pumps and related equipment and components at the station, perform calculations related to flow, head pressures and other operations, prepare the hydraulic model and provide any other related work needed. The District will pay the actual replacement costs, including redesign and acquisition, and provide the City with the following deliverables: equipment and associated components per the City approved design and specifications; the bill of sale; proof of payment; manufacturer’s warranty documentation for all equipment and related components for a minimum of one year from the date of the City’s written acceptance and the assignment of all rights to the signed sealed engineer’s designs and specifications. The City will install the replacement equipment and components at Lift Station 88 and will reimburse the District for 75% of the replacement costs within 45 days of the City’s acceptance of the deliverables. Per the terms of the agreement, Utilities has requested funds for this reimbursement in the Fiscal Year 20/21 Budget.

 

This Agreement has been reviewed by Legal as to form and correctness.
