Background Information
The Wonderware Software platform is currently being utilized for the Supervisory Control and Data Acquisition (SCADA) systems at both the Myakkahatchee Creek Water Treatment Plant (MCWTP) and the new Southwest Wastewater Reclamation Facility (SWWWRF). At the SWWWRF, Benro Enterprises, Inc. DBA Rocha Controls (Rocha Controls) has been the sole integrator responsible for system design, integration of hardware and development of logic programming and control schematics for the Wonderware SCADA platform, creating a customized system which is unique to the facility.
In fiscal year 19/20, Utilities budgeted to replace the outdated SCADA software being used at the Pan American Wastewater Treatment Plant with the Wonderware Software platform in an effort to standardize with the system at the new SWWWRF and bring the Pan American facility up to current technological standards. Utilities purchased the software directly from the distributor; however, integration and programming services are needed in order to complete the implementation.
Because of their experience in the development of the SWWWRF SCADA system, Rocha Controls is uniquely qualified for the installation and programming of the Wonderware software, including installation and integration of necessary equipment and components. Rocha will be able to mirror the SWWWRF system at the Pan American facility, allowing the City to take advantage of significant cost and time savings versus using another vendor that would have to learn the structure of this unique system in order to recreate it and complete the installation without the design knowledge that Rocha possesses. In an effort to do due diligence, Utilities sent requests for informal estimates to three additional registered integrators for the Wonderware platform and the two responses received both came in higher than the quote received from Rocha Controls.
To take advantage of this opportunity for cost savings, establish continuity of the logic programing and the control schematics and eliminate the additional time that would be needed for another integrator to learn the unique programming structure and system processes developed by Rocha, Utilities recommends, in the best interest of the City, that Rocha Controls be the sole integrator for the upgrade of the Pan American Blvd. Wastewater Treatment Plant’s SCADA software to Wonderware.
City Manager’s policy requires that procurements exceeding $100,000 be presented to Commission for consideration. Year-to-date, Utilities has received blanket approval for anticipated operating expenditures of $81,160 with Rocha Controls. Therefore, Utilities is requesting Commission approval for the sole source procurement of services for this project, for an additional $69,868.00
